Most stores use a mix. Small labels cover the bulk of the shelf edges, with larger sizes where shoppers need more detail or where you want a promotion to be seen.
A petrol garage forecourt shop usually needs mostly 2.13″ labels for snacks, drinks and car care, with a 4.2″ label or two at the coffee counter. A small shop can often run on 2.13″ and 2.9″ labels alone. Supermarkets add 4.2″ labels in fresh produce and 7.5″ displays on promotional end caps.
